The Spanish Government isn't socialist, and the party from the president and himself are socialists only in name. In fact they are neo-liberal, as is the opponent party. They both are indebted to the banks and the few billionaire families who have the actual power in the country.
Fortunately, the system isn't bipartisan anymore, as it was for the first 40+ years since the dictator died. The current government doesn't have enough seats in the parliament to govern alone, and needs to find alliances for every decision they take, thanks to that, they take some timid progressive measures, even when the president and his party don't want to.
