Whether osm.org should serve only contributors (as now) or also end users...is a long-running controversy in the OSM community. Until there's consensus, and until someone actually puts in the effort, I can only refer users to Organic Maps, OsmAnd, osmapp.org, etc.
Somewhat ironically, the address search of both Organic Maps and OsmAnd has been completely unusable for me, whereas osm.org and osmapp.org seem to fare better 😅
