I don’t know if you are familiar with Pacific Coast Highway between Santa Monica and the Ventura county line. Much of it is lined by a wall of houses, many built right next to, or even into, what is ocean during super high tide or storm conditions. Those houses are, from the road side both ugly and an opaque visual barrier - a person on the highway may not even realize there is an ocean only a few yards away. (And the house tend to block legal access to the beach on the ocean side.)
So much as I recognize the loss to the owners of those houses, I would wonder whether they should be rebuilt at all.
