All you have to remember the history of localization, in the US there were lots of times where a show that was clearly in Japan would suddenly be in america, and given that the three countries of China Korea and Japan don't always have the best relations, the idea of doing something Petty like setting a Korean story in Japan doesn't seem entirely outside of the realm of possibility.
