We see how much is already being spent in the Veterans Affairs to replace their legacy system. It's been extremely difficult to succeed in that so far and the newer system has already been linked to deaths of veterans. That resulted in a pause of further rolling it out and changing up a bunch of other things.
While this is happening it is costing the tax payers quite a bit to watch this disaster unfold.
