WIRED: Hackers Can Jailbreak Digital License Plates to Make Others Pay Their Tolls and Tickets (paywall)
Street-legal and state DMV-approved digital license plates can be hacked by their owners to change a car's license plate number at will, in order to avoid paying tolls/traffic tickets or even law enforcement surveillance. This article appears to be referring to the IOActive research which was originally presented on 09 August 2024 at IOAsis. IOActive was able to "jailbreak" a digital license plate by Reviver (one of the prominent vendors) by removing a sticker on the back of the plate and attaching a cable to its internal connectors, and rewriting the firmware.
"Then, with that custom firmware installed, the jailbroken license plate can receive commands via Bluetooth from a smartphone app to instantly change its display to show any characters or image."
Unrelated drivers with the exact license plate that the offender uses would get any traffic tickets and tolls that were incurred. The worst part is that this is a firmware issue so digital license plate vendors would have to recall the product to make any fixes, because the vulnerability still exists.
