A sufficiently decentralized nostr would be less susceptible to large centralized data-center outages.
Twitter has been down a few times while nostr has stayed up.
When hosting relays for a smaller geographical area, you can avoid things like grid outages in certain parts of the world.
In summary, yes nostr is well equipped to handle these scenarios, but nostr is already a disconnected network of subnetworks, so it really depends on which relays are affected and which relays your client connects to.
