As someone else pointed out, their goal isn't really to deport anyone, because they can't. They don't have the money to transport people, and the countries they want to deport them to probably won't take them.

The goal here is to imprison them, then force them into slavery. They'd do the same jobs, but for pennies instead of dollars an hour.
