If you want to adopt a cat, (or dog) the procedures for doing so now are so intricate that they adoption shelters are making people jump through unnecessary hoops that discourage them from ever trying to adopt.

You better have references better than for college or your first job.

Better yet, don't even bother to adopt an animal. It's just not worth it.
