Has ANYONE answered your question as a Tailwind refugee? I don't actually see a reply which meets your strict conditions! : )
My lukewarm take: most CSS is going to be simple for an experienced dev/programmer, EXCEPT page layout, which can be very counterintuitive.
I tend to use Bootstrap for anything involving rows/columns/adapting to the viewport etc because that part is messy as hell, but then use vanilla for most of the other stuff.
