NIP-09 describes a kind of event (kind=5) which allows the author to mark a previous note as “deleted”. Compliant relays will not forward deleted notes. Compliant clients will not show deleted notes.
But implementation of NIP-09 is not mandatory, and even if it was, there’s no central authority to enforce it.
