That your virtualisation host is a laptop and is not on an upstream network with stable network prefixes is new information.
I'm afraid this precludes setting it up as a router for libvirt to use with GUAs in this case.
With a permanently wired host the physical NIC would have a stable address and prefix, and because you were using it more like a server probably EUI-64 addressing of that host.
Also unless your ISP is providing a stable IPv6 prefix this gets too messy.
