How about if the people who started out on dial up, migrated tech bit by bit?
I'm on a discord server now run by the kids of the previous generation, and us olds still refer to it as the "BBS".
But in answer to your question, I don't know of any dial-up only systems, but I'd bet a dollar they still exist. Along with telegraphs.
