Something else to keep in mind is that a lot of the upper levels of the government has connections to organized crime. This means that any sort of regulatory moves on the part of the government is likely influenced to one degree or another by the fact that some of the players in the government are making it so tribute payments from the cartels continue to flow with the least amount of trouble.
