Trampoline is kind of an all or nothing in regards to fee. The user has no idea what it might cost, and to a certain degree the LSP won't know either until they are attempting the payment and it succeeds. So there HAS to be a buffer fee the user sends over. Otherwise there is a lot of back and forth and I'm sure they are trying to avoid that.
