#Wisconsin also apparently had to pass a constitutional amendment to allow gambling/lottery proceeds to go to primary residence owners in Wisconsin. It was declared unconstitutional by a circuit court judge in Dane County for being a property tax credit which violated uniformity by not extending to all property owners.
The amendment excluded the proceeds from the rule of uniformity so the practice could continue.
