Countries have been banning* superior currencies (usually the USD) for as long as there have been countries and currencies.
It never works.
*i.e. the elites "ban" the superior for plebs, so they have to use the inferior currency and are forced to pay seignorage etc. Meanwhile the elites themselves use the superior currency.
