What work exactly is he contracting? "A guy pulling weeds" just sounds like a landscaping business, that shouldn't be difficult to find. "A guy consulting for four hours" doesn't sound like a contract, its just a gig or an appearance. It seems like he's overblowing his obligations while underselling the amount of work he wants done for him.
