Seriously, the number of people who have a legitimate need for custom root certs is utterly tiny (security researchers & reverse engineers mainly) and we don't really need to do that on our daily driver devices. Same as compiling out dangerous functionality in Linux kernel so it doesn't inadvertently get invoked or used by root kits. You can always do a custom build with it when you need it.
