Well, overall I am in the minority for this, apparently. Though, there's some nuance.
AFAIK, AP and Nostr are the only two protocols that talk to each other across servers like this with the other server being accessible via web browser.
BlueSky MIGHT have this in the future. However, currently, there's not much else besides BlueSky on ATproto thats noteworthy.
Nostr just has too little people to be noteworthy right now, though it solves the issues of AP AND BlueSky, in my opinion.
So, since these smaller networks had to be "bridged" to AP by third parties to be relevant to the Fediverse, then I'd say yes, it only refers to AP. Without AP, none of these networks would be in the Fediverse. They would be seperate federated networks.
