The facility-outside-of-town thing sounds logical and reasonable. That's probably why many cities don't opt for it. They'll also claim hoards of red tape preventing this, that, or the other. There's insurance issues, liability issues, safety concerns, and more, which all costs. The people in charge of the red tape can't handle it.
I lived in my van for almost three years. I didn't consider myself homeless, but houseless. I worked most of the time, too. Stayed in Wyoming briefly once or twice.
I've contemplated packing everything up in a backpack and just walking away though, on purpose, like many others have done. I need more time to think and to write.
To do so today is a bit different than 100 years ago. But even if I did, I'd have to bring in an income.
I also used to spend time with the homeless in Salt Lake City, Utah when I lived out there. The shelters there were sometimes more dangerous than the streets - another reason people didn't want to stay in those facilities. Bed bugs and other things. It was eye-opening.
The specific types of homeless people I do not like are the ones who are arrogant and feel entitled to everything without cause. They are usually the troublemakers of the bunch.
But that's just my experience.
