What I do know from 20 years in public sector and now 15 in private is that guaranteed salaries, gold plated pensions and job security don't seem to result in innovation, bold decision making, or continuous improvement. We need to find a better way so that 'efficiencies' and 'cutting costs' cease to be synonymous.",
