I had wacky neighbors like this across the street from me years ago. They dumped their shoveled snow on our verge (the grassy area between street and sidewalk) because they had an extra parking space going across their tiny front yard, and quickly ran out of room to dump theirs. It was very irksome but they were otherwise nice neighbors. I let it slide.
