Assuming nation state actors are able to accomplish a reasonable amount of obfuscation for their holdings.....it seems like the only way to successfully censor transactions in a 51% attack would be to require each transaction to be explicitly ALLOWED (rather than just NOT DISALLOWED).
I feel like this tidbit would dramatically reduce the incentives to cooperate (i.e. a country would be more likely to comply with an attack if the request was to simply blacklist a handful of OFAC addresses than if the requirement was that other countries basically have to have US permissions to transact for ALL transactions). Do you think that's accurate?
