There's been a lot of discussion (by me & elsewhere) about the appeal of a regulated form of capitalism - so here's

firms can:
Breach the rules (and pay the fine);
Challenge the rules (a political move);
Comply (sometimes in bad faith, or even 'game the system');
or seek to 'capture' the regulator so they are 'on your side'.
