I didn't say that. I said "(declaring a person's relays) remains necessary and PKARR does not change this." Meaning that the gossip model does not go away if we switched to pkarr. It would still be the case that you publish to your outboxes and read from other people's outboxes, etc. Pkarr just changes how you find out.
