Our town, with the Fed providing most of the funds, just spent $44 million dollars on a 1.1 mile one way loop to get cars through town faster. But it feeds into a bottleneck as one leaves downtown on the way to the Rocky Mountain National Park. This was not a surprise to most of us. However, it might actually help congestion as more and more people figure out they shouldn't drive downtown.
