We had something similar when I worked at a rural school some years ago. We *failed* the part of the OFSTED inspection that looked at ethnic quotas because we didn't have the *correct* percentage of children from the *correct* ethnic backgrounds. The inspector did get very excited when he found out that one of our pupils was born in the Caribbean, but was disappointed to find out that he was white, even if he was called Rudy.
Apparently, children who live in a neighbourhood and attend the local school could be *wrong* for just existing - who knew?
