i don't know about watches, but there are some devices, such Polar H10 heart rate snesors, that are straightforward to read out over Bluetooth LE (by your phone or a raspberry pi) and don't need any kind of centralized service or specific app, of course it means having to find FOSS software or rolling your own to use the data 😀
