It might be possible to strengthen that boundary. The ‘government cloud’ folks were selling guarantees that your data would stay in specific datacenters to customers.

That said, if EU governments took a year of what they spend on M365 and spent it on hiring developers for CryptPad, they probably wouldn’t need M365.
