The largest #solar flare of solar cycle 23 was on 4 November 2003 and was in excess of X28. It saturated x-ray instruments so no readingg of it's peak was obtained - albeit consensus puts it a bit over X40.

The largest solar flare of solar cycle 24 was on 6 September 2017 and was recorded by NOAA as an X9.3 but which spaceweatherlive.com lists as peaking at X13.33 flare.
