A machine follows syntax rules exactly and is incapable of executing if the scope, etc, is unclear. Humans read code that his hopelessly unparsable by a machine (the signs are correct but have fuzzy parsing rules) (or wrong*) and a human can immediately figure out what was intended. If a human brain can do that, then why not a parser.
