I feel like usually political/social issues are a top-down issue, where the people in power have an interest in keeping the status-quo. But most of the time, it is subconsciously.
I would find it important for people to use their own time and power, however small, to bubble up the issue within their own departments, and create metrics to track/show it is a problem locally, and find ways to improve them.
I find that people in power are also usually pretty busy and stressed as well, but also willing to accept help and stamp good plans if someone else is willing to execute them.
