Yes they can but relays are easy to spin up. Banned users can spin up their own relays or go to relays that dont have as strong moderation. I assume eventually there will be lists of relays and what type of moderation policies they have. This will create multiple decentralized social networks. Image you have relays specifically about sports or gaming? You could only add them when its game day or a new game drops while the rest of the time you frequent shitposting relays... or whatever floats your boat.
What powers do relay owners have? Can they ban particular users? Can they ban keywords?
