That said, it's very easy to manually work around the issue, if you know how. You don't even need to build drm-kmod itself (it's a meta-port and pulls in some dependencies), it's enough to build the concrete port (e.g. drm-61-kmod), which is quick and painless. In preparation, you should comment out kld_list in your rc.conf (and also entries for starting a display manager, e.g. sddm) before first rebooting into the upgraded base. If you know what you do, it'll take you at most 10 minutes more to upgrade your system.
So ... the "minimal cost" way that at least improves things a little bit ("quick win") could be to write some really good documentation about that and put it prominently in e.g. release notes. And then of course still think about the best way to really solve it.
