Sometimes it's dodgy software, sometimes hardware, sometimes firmware on the programmers, too.
It can be super frustrating.
Thankfully I have one device I can use reliably for most attiny chips I need and a different one for ones that need a different style (UPDI)
Oh and the version of avrdude can be the problem, too. Some things are only in the latest and greatest version and not all package managers have it.
