Trump has stiffed an awful lot of cities for the costs incurred by his rallies. When those cities do not pursue his campaign for the bill with sufficient vigor, that is a de facto donation to that campaign. Which must be reported, even when it is super illegal for an incorporated municipal government to contribute to any campaign.
States' attorneys-general might want to look into whether cities were paid within 90 days in 2016 and 2020, too.
