It can be tremendously effective and if sustained it will save many lives. The US has shelf stable MREs and other ready to go food with complete nutrition, can spam that stuff, stop many deaths by starvation and malnutrition. It's good. It's worth it.
But to get the the point where air dropping food is the best option so many other things have to be (and are) broken. Supply lines, aid networks. All civil organization.
