Luckily, there is already a way to eliminate them which I keep explaining to people. If you can find a flaw in my logic let me know; but so far nobody has.
To eliminate ordinals, simply run a pre-segwit version of Bitcoin core with the 1MB block limits. Witness data will not be stored and therefore the JPEGs cannot load. You kill L2 functionality but you maintain the full record of transactions and are still a full, functional node. If it really gets bad we can just build a new L2 off the back of these old versions of core. That’s why backwards compatibility was so important for Bitcoin - no addition to the original software is required.
