Yeah that's one possible solution. Every feature has its tradeoffs, though. Lists can also be used to harass people.
I've seen it on twitter a lot, where someone makes a list of political/ideological adversaries which other people in their political in-group subscribe to, and then they use it send coordinated hate.
A better way might be to get recommended accounts followed by people you're already following, or posts liked by people you're following. Mastodon does this.
