Overall, there isn't a direct way apps can get data based on running in the background. That's not how the privacy model works.
If you don't have a VPN enabled then apps with the Network access could access local networks but you're probably using a VPN in each profile if you care about privacy. VPN configuration is per-profile so each profile (Owner, work profile, Private Space, secondary user) should have a VPN set up if you care about this.
