My take is that thinking that fascism is a "moment" when the State breaks with its own legality, and a movement around the State (to protect it from a "hidden enemy" and restore it to "its former glory", both Hitler and Mussolini's speeches can be boiled down to that). In that sense, the USA can be a sponsor of fascism outside its borders while preventing the "moment" within.
Under that light, the arrival of Trump and the movement around him talks about the need to repress a potential rev. mov.
