You're basically right, but there is some nuance. Both release a new major version every 3 yrs, but CentOS happens about 6 months earlier. After the major version, ongoing updates are delivered to CentOS after they pass QA, but are often deferred in RHEL up to 6 months until the next minor version. These deferments can be painful for a developer, because they include highly desirable things like new alternate versions of programming languages and runtimes.
