Probably a dumb phone is too brutal, and insecure. A better option would be a smartphone installing only a few essential apps and an anti-addiction launcher. I find that

But as always, it depends first on the person's needs.
Another problem is to minimize the physical presence of the phone, it is quite difficult to find a good compact/light phone nowadays.
