This is just one example of something to look at, I think there are a lot of factors you could combine to tell if a given pubkey is an actual engaged human (e.g., age of pubkey, number of times the pubkey is tagged by other pubkeys, existence of metadata, etc.).
It's possible to trick such a set of rules, but the act of doing so is itself PoW. The benefit is that it allows real humans to utilize work already done.
