I agree. Just wondering if you also mean that if the governments of the world believe twitter is so vital to their operations, they should be doing the kind of thing you described: demanding twitter provide an "emergency channel" of sorts?
That wouldn't work because it's still proprietary, you'd need to have so much oversight into its infrastructure and operations that you'd be effectively running it yourself. Plus, governments suck at oversight. At least the radio stations use a common technology. Twitter et al. are evolving platforms at the edge of innovation (supposedly). They'd just run circles around government oversight.
