It's also worth remembering, that centralized social networks count authentication events as "active users" whereas the only activity that can be seen by third-party sites is public/unlisted posts and/or boosts.

Reading posts, favoring them, logging in, or even posting with the followers-only or mentioned-only privacy levels selected is not counted as "active users" because that activity isn't announced to the world by Mastodon, so only your local instance has all those details.
