For free will, I'd say you need the ability to have something *outside* the universe write to it, but then for being able to completely perceive that, you'd need something which writes from *inside* the universe out.
Do you make a distinction between one's capacity for free will, and being able to completely understand someone? I'd think if you completely understand someone, that'd necessarily mean they'd effectively cease to be an individual; someone being independent from you *necessarily means* you won't be able to completely understand them.
