California always sends responders. It's good practice for them, and god knows we will need help from other states at some time in the future. I'm always happy when the feds provide good coordination.
Katrina, tho, W treated the FEMA director's job as if it were a patronage job, and our best in the world emergency rescue units ended up filling out paperwork. That kind of response pissed off the country and the right is still trying to deflect the blame, IMO.
