Apparently some countries have citizens use smart card readers to use their ID cards online. That at least should be possible to use securely.
If it's just handled by having you enter your ID card number on a bunch of websites, it might as well just ask you for social security number and mothers maiden name. (If you ever forget your SSN, you can always buy it from hackers on the darkweb.)
The other concerns apply regardless of how it's implemented.
